District 2
A seat that has never had anyone in it.
Rancho Santa Margarita split into four City Council districts in 2023. District 2 is one of them, and this November is the first time anyone has ever been elected to represent it.

District 2 is the central band of the city, running southwest to northeast: Ave De Las Flores, Alma Aldea, Ave Empresa and Ave De Las Banderas. Only District 2 voters can vote in this race.

Why District 2 exists
The city used to elect its council at large.
Until October 2023, every RSM voter picked from every council candidate, citywide. Under Ordinance 23-02, adopted October 11, 2023, the city split into four council districts plus one at-large Mayor’s seat. District 2 is one of the four.
Districts 1, 2 and 4 are on the ballot this November. The Mayor’s seat and District 3 sit on a different four-year cycle and are not up for election in 2026.
The first election this seat has had
No one has ever held this seat.
Because District 2 did not exist before 2023, no incumbent is eligible to run for it this year, in the most literal sense: there is no incumbent of a district that has never had an election. Whoever wins in November will be the first councilmember this district has ever elected.
That is not the same as saying sitting councilmembers cannot run. Anyone who was elected to the old, at-large council is as eligible to run in the new District 2 as anyone else living here. What no one has is an incumbent’s record in District 2 itself, because the seat has no history yet to run on.
